The Trinidad and Tobago government sometimes finances public works projects through borrowing from the multilateral development banks. Refer to “Project Financing” in the “Trade and Project Financing” section for more information.

Trinidad and Tobago is not a party to the WTO Government Procurement Agreement.  U.S. firms have identified corruption as an obstacle to FDI, specifically in government procurement. TT’s public procurement processes suffer from widespread perceptions of corruption and a lack of transparency. Government ministries and special purpose public companies have, on occasion, manipulated or bypassed established procurement procedures to favor specific vendors, raising questions about the government’s commitment to transparency. 

There are over 100 government ministries and state companies with the authority to purchase goods and services. At present, no standardized procedures exist across all of these entities. The government is in the process of establishing standardized procedures and regulations for public procurement but it is not clear when these regulations will take effect.

Tender announcements are published in the three daily newspapers and can also be found on the GOTT website under “Active Tender Notices Online.” Opportunities exist in healthcare, construction, ICT, and power generation.
