Non-Tunisian nationals must have an employment permit to work in Tunisia.  Employment permits are based on formal work contracts.  Per Article 8 of Law 68-7, foreigners must receive an authorization from the competent ministry in order to practice a profession or have a remunerated activity in Tunisia.
