Paraguay scores at the mid-range or lower in most competitiveness indicators. The World Bank’s Doing Business 2019 ranks Paraguay 113 out of 190 countries for the ease of doing business. The 2017/18 World Economic Forum Global Competitiveness Index ranks Paraguay 112 out of 137 countries.

Judicial insecurity and corruption hinder Paraguay’s investment climate. Many investors find it difficult to enforce contracts and are frustrated by lengthy bureaucratic procedures, limited transparency and accountability, and impunity. Transparency International’s 2018 Corruption Index ranked Paraguay 132 of 180 countries.
