U.S. sellers should aim to create and support their own sales/service network in Egypt by training their distributors and dealers.  Firms that sell directly to government agencies need to do the same to ensure the appropriate workforce is trained in using the product.  If the product fails through ignorance of proper maintenance, the foreign supplier could be blamed for poor quality.  Total Quality Management (TQM) interest has skyrocketed among Egyptian firms in recent years, with a number of them now working toward ISO 9000 certification. The government of Egypt has established the Consumer Protection Agency to enforce binding consumer/trader laws and regulations.
