Overview
Beginning in 2009, the Gabonese government took several measures to strengthen public investment management and launched a multi-year plan to improve its infrastructure. A national agency, the National Infrastructure Agency (ANGT), was set up to manage the identification, planning, management, and implementation of large public infrastructure projects. ANGT’s mission is to build projects that add value, complete identified existing projects, and develop new projects within the agreed schedule and budget. The agency provides a mechanism for the government to screen and follow projects from start to finish. The Gabonese government hired U.S. Company Bechtel to manage ANGT and to develop an overall infrastructure plan for Gabon. Although ANGT became a legally separate organization on January 1, 2013, Bechtel employees continue to play a significant role in its operations. In January 2015, the government announced that ANGT would merge with the National Road Fund, creating a new National Public Works and Infrastructure Agency (ANGTI).
Lower-than-expected government revenue caused by falling oil prices and a weak domestic economy forced Gabon’s government to make significant cuts to infrastructure spending in the latter half of 2015 and the first half of 2016. Foreign firms in the infrastructure sector also report difficulty collecting payment from the government. While there are opportunities over the long-term, firms in the infrastructure sector will face challenges until Gabon’s government resolves its budgetary problems. The World Bank and the African Development Bank are investing over $1 billion in infrastructure and related projects.

Pre-fabricated home construction, waste and water treatment, equipment providers, construction tools and road construction equipment and expertise represent good sub-sector opportunities.
Opportunities
Priority sectors for the government are transportation, the road network, housing, public facilities, tourism, ports, hospitals, and schools.
