Azerbaijan adopted the “Commodity Nomenclature of Foreign Economic Activity, Rates of Import and Export Customs Duties” in 2018.  Import duties of 0%, 5%, and 15% are levied based on the Customs Tariff schedule of the Azerbaijan Republic.  Amendments to the Customs Tariff law, adopted in January 2016, provide exemptions of up to seven years to entrepreneurs importing capital equipment for priority sectors.  Customs clearance was streamlined in May 2016 through an e-declaration system.  Azerbaijan’s business community reports significant improvements in customs, including more transparency.  Azerbaijan has worked to improve its regulatory system over the past several years, but opaque procedures in a number of areas and allegations of corruption persist.
