Foreign and domestic private entities have a legal right to establish and own business enterprises and engage in remunerative activity.  But there are some areas where investors may judge that special treatment is being given to their Bolivian competitors, for example in key sectors where private companies compete with state-owned enterprises.  Additionally, foreign investment is not allowed in matters relating directly to national security.  Only the government can own natural resources.
